I-Matter is an integrative outpatient mental health center established to restore and equip individuals and families impacted by mental health issues, with the tools necessary to live cohesively, interact as a functioning unit, and thrive with resiliency together. We also champion thriving communities as a key driver in the stability of mental wellness. We are intentional about service to others and committed to partnerships that lessen the impact of mental illness on individuals, families, communities, and worldwide.

Our Executive Team
Alysia Barber, CRNP, PMHNP-BC
CEO/Medical Director
Alysia has a master’s degree in Nursing Administration and Leadership and her advance degree in Psychiatric Mental Health. As a board-certified Psychiatric Nurse Practitioner, she serves as our Medical Director and CEO. She has 18 years’ experience as a registered nurse, in specialties to include emergency behavioral health crisis intervention, pediatric emergency care, neonatal care, critical care, and vascular access. She is a clinical nursing instructor, and has been nurse of the year, an innovation award recipient, as well as a change agent in leadership. Alysia is the pressure that challenges I-Matter to be the Trademark of Mental Health.
Angela Barber, LMSW
Chief Operating Officer/Lead Therapist
Angela has a master’s degree in social work. She has over 30 years' experience working with children and families that have been impacted by mental health challenges. She was a foster parent for several years and she worked closely with the Department of Social Services to reunite families. She was founder of a transitional youth home for at risk youth, called Finding Direction. She has worked in the community providing crisis support with the Baltimore Children and Adolescent Response System and completed mental health evaluations for incarcerated populations. Angela brings know-how and practical solutions to the crisis of the broken family and a wide lens view of the struggles that transitional youth face. She is the secret sauce of I-Matter.
Cecelia Carroll, LCSW-C
Clinical Director
Mrs. Carroll has a master’s degree in social work. She has over 40 years of experience in mental health services. She has served others as a mentor, therapist, foster parent, and veteran of the Armed Forces. She was the executive director for various organizations, and since 1985 she has been the president/CEO of her private practice. Mrs. Carroll brings a wealth of knowledge and experience, including the overseeing of program development, implementing policy and procedures, and grant writing that push businesses forward. She keeps I-Matter grounded in service to others.
